DARES: Scaling Up Renewable Energy Access in Nigeria

Access to reliable electricity remains a major challenge in Nigeria, with 86 million Nigerians without access to electricity.  In response, the Distributed Access through Renewable Energy Scale-up (DARES) program has been launched as a $750 million initiative funded by the World Bank, with the goal of providing new or improved electricity access to over 17.5 million Nigerians.

DARES builds on the successes of the Nigeria Electrification Project (NEP) and aligns with the country’s Energy Transition Plan (ETP)—a roadmap to achieving universal energy access and advancing the shift towards clean and sustainable power solutions. Led b y the Head Project Manager, Olufemi Akinyelure, the initiative leverages decentralized renewable energy technologies, such as solar mini-grids and home systems, DARES aims to bridge Nigeria’s energy gap, improve livelihoods, and drive economic growth.

DARES is designed to create a robust renewable energy ecosystem by unlocking investments from both local and international partners.
The program fosters public-private partnerships (PPPs) that will enable developers, investors, and energy providers to scale up cost-effective, and reliable renewable electricity solutions. Through these partnerships, the initiative ensures that electricity access is not only expanded but also sustainable and commercially viable in the long term.

Beyond infrastructure deployment, DARES emphasizes inclusive and equitable energy access. A key focus is on providing power to underserved communities, particularly rural households, micro, small, and medium-sized enterprises (MSMEs), and social institutions.

As part of the World Bank’s broader engagement in Nigeria’s power sector, DARES is positioned as a transformational project that will help reduce Nigeria’s reliance on fossil fuels, improve energy security, and enhance economic resilience. By 2030, the program is expected to be a cornerstone of Nigeria’s clean energy transition, enabling millions to benefit from affordable, sustainable, and reliable electricity. With strong government support, strategic investments, and innovative energy solutions, DARES is set to redefine Nigeria’s energy landscape, making universal energy access a reality for millions.
